Short answer

A business plan describes how a business will operate, grow and manage its finances. A business proposal is an offer: it asks a particular person or organisation to accept a product, service or project on stated terms. The plan looks at the whole business; the proposal focuses on one deal.

What is a business plan?

A business plan is a document that sets out a company’s goals and the steps to reach them. It usually covers the market, the offer, marketing, operations, the team and financial forecasts. It is used by owners to guide decisions and is often shared with lenders or investors. For the wider picture, see how it compares with a business model.

What is a business proposal?

A business proposal is a document sent to a prospective client, partner or funder to persuade them to agree to something specific. It might propose a service contract, a partnership or a project. It is typically tailored to one recipient and their stated needs, and it is often written in response to a request or a conversation.

What a business proposal usually includes

Formats vary, but many proposals contain:

  • A summary of the proposal
  • The problem or need being addressed
  • The proposed solution and how it will be delivered
  • Timeline and deliverables
  • Pricing and payment terms
  • Information about the company and relevant experience
  • Next steps or an acceptance section

A business proposal is sometimes called a sales proposal, project proposal or simply a bid or quote, depending on the setting, though these terms are not always used consistently.

A feasibility study is different again: it tests whether an idea is workable before committing resources. A plan assumes you are going ahead; a feasibility study helps decide whether to. A business case justifies an investment inside an organisation.

Which should you write?

  • Starting or growing a business, or seeking finance: a business plan.
  • Pitching a particular service or project to a prospect: a business proposal.
  • Often you need both. The plan guides the business, and each proposal is one step in carrying it out.
